Civil-oriented is that the citizen is master of a country and the only legitimate owners of public power. Public satisfaction is a fundamental standard to evaluate the governmental performance. The government must act in accordance with the people's will. Government administration and public services must gain the people's consent. The governmental public policies need accept the public supervision. It stresses that the citizens are the main body of the country, at the same time, it emphasizes on the respect for the individual in the society. Construction of a harmonious society was brought up firstly on The Fourth Plenary Session of the Sixteenth Central Committee. Its important aspect is to coordinate the relations, solve the contradictions and safeguard social stability. The premise of handling these relations correctly is to uphold civil-oriented. In order to meet the public expectations, let citizens be satisfied with the governmental responsibility and service. Constructing the relationship between citizens and the government through civil-oriented is brought up in the thesis. Civil-oriented not only helps to meet the public reasonable requirements, protect and realize their legitimate rights, but also helps to supervise the governmental actions. In the way, government can overcome the bureaucracy and serve the people whole-heartedly.The thesis includes five parts:Part 1:Introduction. The author introduces the results of the research around the world, the purpose of this thesis, the ideas and methods of the essay. All of these are to have a general understanding the relationship between citizens and the government.Part 2:In this part, the author gives the definition of some main concepts, such as citizens, civil-oriented and the relationship between citizens and the government.Part 3:In this part, the author mainly talks about the main performance of building the relationship between citizens and the government. Meanwhile, it analyzes the current problems occurred during the process objectively. They are to let the readers make an objective and right evaluation towards this relationship.Part 4:In this part, the author analyzes the factors that affect the relationship between citizens and the government. It is discussed how they affect the relationship from the angle of the globalization, Chinese traditional culture and the process of law.Part 5:According to the preceding analysis addressed, the author puts forward five proposals on building the relationship between citizen and the government. The government should regard people as a fundamental force to construct the governmental service concepts, perfect governmental service functions according to citizen demand, improve the evaluation system of governmental performance by citizen satisfaction, establish an orderly system of citizen and government in the light of citizen participation, and support non-governmental organizations greatly.Conclusion:From the civil-oriented, the author emphasizes the importance of building the relationship between citizen and the government again.
