Its important aspect is to coordinate the relations, solve the contradictions and safeguard social stability. The premise of handling these relations correctly is to uphold civil-oriented. In order to meet the public expectations, let citizens be satisfied with the governmental responsibility and service. Constructing the relationship between citizens and the government through civil-oriented is brought up in the thesis. Civil-oriented not only helps to meet the public reasonable requirements, protect and realize their legitimate rights, but also helps to supervise the governmental actions.
