Construction Of New Rural Development And Improvement Of Villagers' Autonomy

Since the implementation of reform and opening up, village self-government in rural china which has been carried out over 20 years, has greatly accelerated the peace of Chinese rural political and economic reform, and the rural areas are also given a new look. Accompanied by the implementation of village self-government, peasantries attentions to participate in primary democracy building are up warding constantly. It has become an important and urgent task for the theoretical workers that how to improve and perfect the mechanism of village autonomy gradually and meet the political democracy needs of the peasantries to promote the pace of building new countryside.From strengthening the party's leadership of village self-government point of view, this paper sorted and analyzed the processes of village autonomy and put forward to solve the current focal point of the ways and means using systematic research method and theory with paretic research method.It is divided into five parts. The fist part is an introduction to clarify the purpose of the study, significance and major research methods. The second part discusses the basic theory of village self-government to explain the relationship between the building of new countryside and the necessity and importance of the development and improvement of village autonomy. The third part completely,practically and systematically covers the social issues faced by the rural areas in the running of village autonomy and the underlying reasons about that. It also efforts to clarify the relationship between the village autonomy and the social practice. The fourth part is the core of the thesis, It presents and demonstrates a "for in one" village self-government model in details under the promise of the publicity of village affairs, which called "village party brandy leads, village representatives decide, village committee executes and village monitoring committee supervises." Exploring ways of strengthening the party's leadership and implementation of the harmonious development of village self-government, this part tries to find the way to develop and improve the grass-roots democratic political system with Chinese characteristics socialism at the core of village autonomy. The last part emphasizes the importance of the village autonomy to the building of new countryside and pointes out the bright prospects of the development of village autonomy. As an innovation in rural social management system, village autonomy is a major change in the history of China's social system development. Only efforts to establish a good running system of village autonomy and construct primary democracy in rural areas. That is the only way we can build a new kind of socialist countryside which is "developed production, well of life, civilized local customs, clean village appearance, democratic administration."...
