Building A Learning Governmental Agency

In the current age of the knowledge economy, it is quite necessary to build a Learning Government to keep it in an effective learning atmosphere for the administration innovation and the organizational change of the government. In this paper, after the systematic research on the domestic and foreign theory of Learning Organization, we analyze and summarize the connotation, characteristic, and elements of Learning Government combining with our government's practice. The research focuses on such aspects of how to build a Learning Government as mechanism, structure and process, culture, management, and leader, and then, form a preparatory theory frame and method system. With the items summed up from this frame we evaluate the Suzhou Industrial Park Administration Committee, point out the deficiency and give the corresponding suggestion. We hope this system and frame can be popularized in the practice and policy of our government. Until now, there are less people studying the topic of how to build a Learning Government and its related questions. So, not only on theory plane but operation plane, innovation is contained in this research.
