The Research On Emergency Response Mechanism Of Public Crisis Management

In recent years, the public crisis emerges frequently in our country with an increasing trend, which not only has caused great loss to people’s lives and properties, social economy and environmental resources, but also has affected the country’s politics, economy and the social stability and harmonious development. Therefore, the management of public crisis is currently facing an important subject of how to build or improve effective Emergency Response Mechanism to achieve diverse participations in positive interactions and co-operations so as to strengthen the functions of the government’s Public Crisis Management and improve the response capacity of public crises in the whole society.Firstly, through the analysis of relevant basic theory, this article described the basic concept of Emergency Response Mechanism of Public Crisis Management, the theoretical support and practical necessity of it, then analyzed the fundamental relationships between the Emergency Responses and strove to make sure the roles of the joint participations, the rights and responsibilities, and the internal structures and relationships. Secondly, it analyzed the status of ERMPCM in our country, summarized the related problems and resolved the reasons. Overall, it has achieved great developments based on continuing theoretical explorations and practices. Meanwhile, as the influence of traditional political and economic system, social environment, government’s administrative functions and other factors, China’s ERMPCM is not perfect, which restricts the full function of the management for public crises. Finally, using the method of comparative analysis, this article analyzed the situation of the Emergency Response in different foreign developed countries and acquired some advanced experiences from them, on the basis of which it put forward, on the foot of the concrete development conditions and the basic situation at the present stage of our country, some reasonable strategies and advices to improve our ERMPCM from the aspects of the supply systems, the institutional settings, the security of resources integration, the information communications and sharing,and the value guidance, etc.
