On The Construction Of Public Crisis Management System In Baotou City

In the new century, frequent public crisis make us recognize the public crisis accompanied by modern life has become a serious threat to basic social values and behavioral norms pose, and also it changed from no-normalization to normalization. Government is a provider of public services, a maker of public policy and a executants of public power, therefore it is their responsibility to provide effective public crisis management. How to establish a more scientific, standardized, comprehensive public crisis management system, to handle public crisis timely and effectively, and to minimize the impact of public crisis is challenging Baotou municipal government. Because it relates to the vital interests of people in Baotou, relates to the development of various undertakings in Baotou, also relates to the credibility and authority of Baotou municipal government among the people.In this paper, we study Baotou City Public Crisis Management System and its related issues. First of all, we explained the characteristics of the public meaning of crisis and crisis management and other basic concepts, introduced the more mature domestic public crisis management system in some cities, provided reference for the Baotou City Crisis Management System. Tried to analyze the City's "11.21" crash and hoagie water leakage using the public crisis management theory, summarized advancements and problems of the City's Public Crisis Management, and analyzed its causes. the current major problem of public crisis management system in the city is the system is not complete, lacking effective performance evaluation system of public crisis management, lacking information disclosure mechanism, the low level of social participation, and sense of self-help is not strong, the sense of the public crisis is indifference and so on. This article tried to give advice from above parts, first clear the principle that public crisis management system should follow, improve the local laws and regulations for the protection of public crisis management system; Second, improve the public management system, including advance prevention and early warning, the decision-making, and the rehabilitation treatment; third,to improve monitoring mechanism throughout crisis management, including the establishment of public crisis management accountability, open and transparent information disclosure system, the establishment of public crisis management assessment mechanism.
