In the whole Great Mekong sub-regions, the NGOs of Thailand develops initially. They have the most complete organization as well as a greater function and influence, offering favorable terms for the study of political participation of NGO.Based on the classification to the NGO by Korten, an American scholar, the political participation of NGOs in Thailand can be divided into three stages. The first stage is before 1960s when NGOs of Thailand pay close attention to people's basic material needs to offer salvation and welfare. The period between 1960 and 1970 is the second stage while NGOs in Thailand concern their inside construction and have produced a lot of NGOs focusing on various topics. The third stage is from 1980s till now. In this stage, NGOs in Thailand grow vigorously and become more and more mature to form a network gradually after finishing their self-construction. NGOs begin to function in the whole country and even regional affairs.The comparative loose political environment in Thailand provides a political foundation for Thai NGOs to participate in politics mainly by a recessive participation, in which the government reflects people's interested relationship fully in making policy. The tactics of political participation include community tactics participated by people, the establishment of alliance and policy proposition. The characteristic political participation is to form a developed network and coordination organization.Political participation of Thai NGOs has exerted an influence on the internal affairs and diplomacy of Thailand. Their positive impacts on internal affairs mainly include expanding the range of Thailand's political participation, pushing the socialized process of Thai politics and promoting democracy and goodness of Thai politics. The negative influence mainly increases the destabilizing factor of Thai society. Their external influence mainly reflects in the behavior and activity of environmental NGOs. On the one hand, they have increased the diplomatic cooperative activity, but on the other hand they also increase the friction and hinder these diplomatic activities.Management of Thailand government to NGOs mainly embodies in two respects. First is passing law, policies and regulations to guide the activity direction of NGOs. Second is administrative supervising and managing.
