Under the influence of global knowledge economy, it has become a white warwithout boundaries all over the world that every university is hunting international toptalents as strategic resource. The main factor effecting universities around the worldcompeting with each other have been the degree, quantity and quality of talentsimport. United States, as the most developed western country in higher education, hassuccessfully attracted and gathered numerous top talents from all over the world,which have brought America to a leading position in return. The key reason ofAmerica being on top of all the other countries in higher education is that universitiesthere have already realized the significance of international top talents import affectedby higher educational conception. They tend to solve the problem of survival anddevelopment caused by the lack of human resource through a national strategy oftalents import. However, the young States only with a200years’ history have adaptedthe rapid and continuous development of higher education following the idea oftalents import from the colonial period, which proves that it is extremely valuable toresearch on the fact of its achievement on higher education. Except for the quotationof introductory research done by specialists around the world, this essay focuses ondiscussing the similarities and differences of the strategies of talents introductionbetween Chinese and overseas universities. Based on the analysis of Americanuniversities, this essay makes further effort on combining both microcosmic andmacroscopic methods to do systematic research.This article consists of5chapters:Chapter1is Introduction that mainly explains the topic selection and talks aboutrelevant questions of the talents import in American universities. The majordiscussion of Chapter2is about the beginning, development and expansion, the3periods in American universities’ talents import in history. Chapter3aims atanalyzing the historical and cultural principle of the international talents importstrategy of American universities. Chapter4researches on the implementation method of the strategy mentioned above based on analyzing the employment of internationalteacher, the recruit of international students, university alliances and communication,etc. Chapter5focuses on the experience of the strategy and its security fromperspectives of legal policies, capital source, social insurance, academic environmentand organization. The thesis statement of this paper is to provide practical suggestionsof talents import for domestic universities learning from the simple understanding ofthe experience of that in American universities through the research of the strategyrelated.
