With China's entry into WTO and the coming of the knowledge-based economy ages, Chinese comprehensive art colleges or institutes are facing fiercer competitions and challenges. This article will explore and study the current conditions as well as problems occurred to college staff in multi-angles. Furthermore, make suggestions to strengthen and improve the staff development in comprehensive art colleges or institutes.The First Part: From the aspects of natural conditions , general standards and staff management, put forward the current conditions and problems existed among the staff in Chinese comprehensive art colleges or institutes. Then analyzes the reasons in different angles, such as historical, realistic, subjective, objective, etc.The Second Part: The development of staff's standards determines the direction of higher art education. On the basis of staff's general standards, this article expounds specific characters that college( institute) staff should possess.The Third Part: Promote some bold, creative and constructive suggestions to staff development in comprehensive art colleges or institutes. On the premise that fully examines the rolls, position, developing conditions and tendencies of higher art education, as well as on the basis that analyzes the staff's overall conditions and standards, change the old educational idea, adjust the staff management, strengthen encouragement mechanism, improve professional ethics, and finally, establish a well-constructed, high-qualified, vigorous staff in comprehensive art colleges or institutes.
