With the advancement of technology and the rapid development of global economy, high quality and skilled expertise are urgently needed in Chinese business. The higher vocational education in China is assuming the responsibility. However, it is common that the graduates' professional competence hardly meet the social needs. One aspect, the higher vocational education graduates have high employment rate, but the society is not satisfied for their poor professional competence, The other aspect, it is hard for the business to recruit or keep their needed graduates, which are urgently needed. The author believes the following aspect, which is causing the problem between graduates'poor competency and social needs, for example, the overly big scale and high speed development of vocational education, which makes the decline in the quality of education and teaching. Specialty and teaching content not meet the social needs. Training on site is not enough and deep, which makes students poor professional competency. The colleges pay to much attention to market, neglect students'own development. The society has prejudice against higher vocational education. Reasons of policy, students themselves.With the way of studying files, interviewing, investigation and analysis, and tutors, this thesis concluded that the round development and lifelong happiness of students, sustainable development of school, and the social needs should be well coordinated. Government, higher vocational colleges, students, society and enterprises only work together can dissolve the problem between graduates'poor competency and the social needs.Ideas and measures:the government should establish fair, reasonable policy and measures, for example, fair education and employment opportunity to students, reasonable evaluation of teaching and training, reducing the scale of higher education, guiding the society to re-understand higher vocational education and the colleges, mobilizing the enthusiasm of enterprises to participate in the training process. Under the well investigation of market and the social need, with scientific proof, to establish majors and curriculums, to strengthen the training of students'professional competency and comprehensive quality from the point of coordinated development of students themselves and the social needs. Also, students, with their effort, need to increase their comprehensive quality and competency to prepare for future work. Enterprises and the society should respect the job and work of graduates from higher vocational colleges, care and help them to grow up.
