The unequal status between compulsory education of urban and rural in China has a long history,the reason involves many aspects,but finance is undoubtedly an important part of the problem.Education financial issues generally include three aspects,one is "from where";the other is "how to allocate";the third is "how to use.".At present,there are a lot of researches on the first two issues of compulsory education.China's government has also found a more effective way to ensure the source of finance at the same time distribute fairly and effectively.However,there are few research results about the efficiency of educational finance between urban and rural areas.The reasonable use of education finance can not only ensure the rationality of the finance input,but also promote the compulsory education between urban and rural areas to achieve the goal of equilibrium.Chongqing as a comprehensive urban and rural education reform pilot area,is the vanguard of the practice of balanced development of urban and rural compulsory education.Therefore,the research on the efficiency of urban and rural compulsory education finance in Chongqing is representative.Based on the definition of the efficiency of the use of compulsory education finance,this paper constructs the evaluation index system of the efficiency of the use of non-profit education finance to reflect the attributes of compulsory education.At the same time,the data envelopment analysis(DEA)and malmquist are introduced to establish the evaluation model of the efficiency of compulsory education finance,and to measure the efficiency of the use of compulsory education funds in urban and rural areas,Findings:(1)In the past six years,the efficiency of compulsory education expenditure in Chongqing has been slow,and the main factor restricting its progress is the lack of management ability.Urban and rural compulsory education funds use efficiency is flat,but the rural areas have a clear trend to a good,urban areas have a general trend of decline,the main reason is due to differences in funding management capacity caused;(2)The urban and rural compulsory education of Chongqing financial efficiency difference is not significant,the difference is concentrated in the effective proportion of DEA.This shows that the overall efficiency of the use of funds between urban and rural convergence,while the number of outstanding performance in urban areas,Therefore,the efficiency of compulsory education in the county is no longer the primary balance of the pursuit of the overall efficiency of the balance,but should be further to the high efficiency of urban and rural education funds balanced forward.(3)The effective proportion of DEA and pure technology in urban areas and rural areas is basically the same,which indicates that the management ability of education funds in urban and rural areas is basically the same,and the pure technology between counties is effective and the effective proportion ofDEA is different Obviously,the difference between the current funding management capacity is mainly concentrated in the county.(4)The scale efficiency of urban and rural areas in Chongqing is quite different.Combining with the above conclusion,we can conclude that the main reason for the efficiency gap between urban and rural areas is the scale of compulsory education funding.At the same time,due to the difference in the scale efficiency between the county and the province,it shows that the main reason for the inefficient use of compulsory education funding is the differences in the management ability of education funds.(5)whether the urban areas or the decline in the size of rural areas are very obvious,indicating that most of the city of Chongqing compulsory education investment in a redundant state.The main innovation of this paper is:First,the introduction of the efficiency of the use of compulsory education funds in the context of urban and rural areas,which makes up for the previous study of urban and rural compulsory education funding gap.Second,from the use of compulsory education funds to start with the reverse way of thinking about the allocation of urban and rural compulsory education funding,and from the investment in the past to study the distribution of education funding in stark contrast.The difficulty lies in the lack of relevant research on efficiency in the use of education funds under the background of urban and rural,Therefore,there are some difficulties in the analysis of the results.At the same time,because of the availability of the data,it is necessary to make the indicators representative in the selection process.
