Information technology not only brings an unprecedented improvement and development to modern education, but also unprecedented change and innovation to classroom teaching and fine arts education. Multi-media aided instruction under the background of information technology is organically embodied in classroom teaching, creating an individualized, situational and subjective learning atmosphere, inspiring students'interests and developing their active role in study.For the development of rural basic education, information technology and its use have become an indispensable teaching method and a part of classroom teaching. In the remote rural areas of middle and west China, the development of rural basic education and curricular teaching are hindered by the improper distribution of information resources. Rural areas which take up 80% of China's total population, as a key part of great importance and difficulty on the reform of basic fine arts education, are the breakthroughs of the entire elementary education construction. Similarly, the development of rural fine arts education is a direct influence on the whole. However, a series of practical major problems have come out such as the lack of resources distribution and education funds, the unqualified teachers and the outmoded and single teaching methods. This thesis, with the application of multimedia instruction in fine arts teaching in middle school after the implementation of new curricular reform as its background, gives an observation, analysis and discussion on the actuality of fine arts education in remote rural areas of middle and west China.According to the realities of remote rural elementary education in middle and west China, the implementation of fine arts after new curricular reform and the application of multimedia instruction in classroom teaching, with current education situation in middle and west China as its background, this thesis makes a comprehensive and accurate description of fine arts teaching condition in Xinjiang Bayingolin Mongolian Autonomous Prefecture under multimedia environment, adopting the methods of evidence investigations, conversations and questionnaires. This thesis not only expatiates the imbalance of education development reflected in rural elementary education, but offers an objective analysis for the existed problems. With the above analysis in hands, the author explores the real significance of the combination of rural elementary fine arts teaching and information instruction. According to the requirement of new curricular reform, the author proposes a couple of practical strategies and suggestions on the restraining factors of rural elementary fine arts teaching, in order to appeal people from all walks to concern more about the rural elementary education in middle and west China. Meanwhile, this thesis also provides some data that can be learned from so that the rural fine arts teaching in other poverty-stricken areas can be effectively improved.
