This paper focuses the phenomenon of poverty concentration in Shanghai. The existence of poor communities is a typical characteristic of global city. With the acceleration of urbanization and economic restructure, the distribution of income between rich and poor has deeply unequal, poor people living in cities are growing year by year, and the composition of urban poverty develop and various than before. How to eliminate the problem of urban poverty, prevent communities from the deterioration are essential issue and tough challenge faced by governments.Based on Google Earth map, the study defines poor communities from physical perspective. There are poor quality housings, lack of public facilities, disorderly and overcrowding space, and filthy environment. Most of them unevenly allocate in the inner city, along with Suzhou River and suburb. However, they seem to distribute dispersedly not clustered. Based on population, location and housing condition, there are three types of poor communities.With globalization and influence of FDI, local government prefers to develop those areas which have high value in housing market, while neglect poor community. With lack of maintenance and management, the houses and environment are worsening as time goes by. However the commodity housing price so high that urban poor can't afford them and move out from former districts. And the renewal policy shift urban poor from inner city to suburb, where is inconvenient for living and working. Hukou system excludes rural migrants from labor market and social welfare system. With low income and insecurity, they have to concentrate on some areas which are low cost and convenience of job hunting. And these areas will finally become de facto poor community in the city.Area-based anti-poverty policies should be taken in the future. This new method will address poverty more effective.
