In the 21st century, science and technology are progressing with each passing day. The society has put forward more and more demanding requirements of talent's quality. People should learn more and more knowledge and technology constantly, so that they can follow up the demand of social development and won't be eliminated, then, more and more people select distance education. Along with the rapid development of computer network technology and digital technology, the construction of education informatization, the distance education enters digitized, intellectualized, the personalized new stage. The development of computer technology, multimedia technology and the networking technology has brought the broader development space for the distance learning education. Nowadays, multimedia computer technology and network technology has gradually penetrated into education, health care, modern industrial and communications, the rapid development of technology has brought a broader space for distance education. Especially in recent years, following the unceasing renewal of streaming media technology, the distance education is to be more perfect in the teaching and the communication of teachers and students.The main purpose of this paper is to construct distance education teaching platform better, solve the difficult technical problem at present, design the distance learning teaching system which is high efficiency and the low cost. Through the massive research and analysis, based on summary present situation of distance education teaching system and the trend of development this article analyses the key media application technologies, namely flash media server 3.0, and according to the idea of system design, elaborates the function frame of distance learning teaching based on FMS. In the writing process, I followed the modern distance education theories as the instruction, and used many methods such as the literature method, case study method, experimental method and so on, analysised the status of distance education and the user demands, so effectively guarantee the applicability and usefulness of the platform.The paper divides into five chapters:the first chapter is the introduction, which mainly introduced this background of this study, status of domestic and foreign research, and the research primary ideas and methods; Chapter Second is overview of correlation theories and the key technologies,which are used during the course of development of the platform, including the distance education concept and characteristic of teaching, the concept of FMS streaming media technology, technology structure of the FMS and methods of main object applications; Chapter Third is the design of platform, mainly including the demand analysis, design principle, the main function module analysis, the design of database; According to the third chapter, chapter Fourth is the realization of function modules and implementation and testing, mainly introduces functions of the direct broadcast classroom and other main modules; Chapter Fifth is about summary and outlook, mainly about research summary, as well as prospects for future research.
