| Legal governance of rural boarding junior school is not only a legal issue, but also pedagogy, management and sociology topic. This paper studies the current situations and their causes of legal governance in rural boarding junior schools by the means of investigation and research so as to promote the completion of legal governance in rural boarding junior schools of Rizhao region, following the main clue of the core elements of rights and obligations about school legal governance. For ten years, with the population decline brought by the urbanization and the family planning policy, government and education sectors have been adjusting the layout of rural schools. Since "the State Council on Basic Education Reform and Development's decision" advocated to setting up boarding schools in 2001, a large number of rural boarding junior schools throughout the country have been built. There is no doubt that boarding schools have been an important mode of running schools to resolve rural education predicament and optimize resource allocation of rural education. While in 2004" the Rural Boarding Schools Construction Project " was carried out in central and western areas in order to implement the strategy of developing education in priority and promote the balanced development of education has made great achievements, the rural boarding junior schools which "out the project" have not been paid much attention to. Their current situations are worth studying and since the education sector is fully implementing the strategy of governing education and schools based on laws, following the requirements of the strategy of legally governing the country, it is necessary and meaningful to analyze and summarize legal governance of these rural boarding junior schools. Now China has almost formed the education legal system with the Education Law as the core, but there are still some phenomena against legislative aims and some legislative gaps. In reality,since the governance of the rural boarding junior schools mainly depend on education policies, administrative means and the leaders'experience, the fact is that the education policies instead of law and "rule by man" is greater than "rule by law". In addition, most students in rural boarding junior schools are minors whose ages are between twelve or thirteen and fifteen or sixteen. During their growth, besides holidays, most of their time is spent at school. Students contact more with school than with their parents. Thus, schools and teachers are mainly responsible for the protection of their rights. The situations of legal governance in rural boarding junior schools have much to do not only with the healthy growth of young children and their future, but also with the process of governing education and school according to law. For this paper, first is the introduction. Then the first Part describes the current situations of the school running mode from six aspects of governance subjects, special internal legal relationships, governance basis, education charges and the campus safety. The second Part, through the analysis of causes resulting in current situations, points out those problems of legal governance in the rural boarding junior schools are due to both economic and political factors as well as the basis and subjects of governance. Education charges and the campus safety problems are also briefly analyzed at the same time. Part 3 discusses and studies the measures on rural boarding junior school legal governance from five aspects and emphasizes that laws and each sector ought to play a role in school legal governance.
