With the continuious layout adjustment of the primary and middle schools in therural areas in China and the limitation of economic growth and geological feathers indifferent regions, the preference to the system of boarding school has becomeinevitable in the efforts to develop the modern social education in our country.Therefor the rural boarding middle school system (RBMSS) takes a large proportionin the popularization of compulsory education. However, the development of ruralboarding junior school is greatly hinderd to the growth of basic education in ourcountry. The Yunnan Province is located in southwest border region isolated by greatmountain ranges in which the Binchuan is a big country with its all year dry climateand heavy multy-ethnic population, mainly engaging in agriculture production. Thereare16middle schools in this country,15middle schools of them are located in thetownships and villages with scattered housholds and heavely populated. All thesefactors make the administration of the middles school students a trivial anddemanding task, though the task is essential both to the development of the schooland the students’ growth which plays a insispensable role in the prosperity of localeconomic. After more than10years’ development and construction, the RBSS projectin Binchuan country has gained considerable experience and certain effectiveness inthe administration of students’ supervision, but there are some problems. With thisaspect, which are in great need of reregulation.In this article, with more than decades’s work experience in the basic education,combined with the survey of local RBMSS, the writer has deeply analyzed theproblems with the administration of students in RBMSS located in theunder-developed countries and in accordance with the analysis,the feasible policiesto solve above-mentioned problems are suggested.There are six sections in this thesis:The first section is the introduction. It includes the reason why to choose thissubject, research purpose and its significance, literature review. In addition, the line ofthoughts, the approaches for this research project are also explained, which haveprovided theory support and technical guide-lines for this project.There are3parts in the second section. Firstly, to identify the definition of RBMS and supervision of the students. Secondly, to systematically elaborate thebasic policies on which the RBMSS has been implemented. Thirdly, to describe3major theoretical bases needed to conduct this research which are HumanisticManagement Theory, Maslow’s hierarchy of needs, Students-friendly theory.The third section includes the rearrangement and development of RBMSS,consisting of3aspects. Part1is about the background and a brief account of theredistribution of the primary and middle schools on the country level. Part2is aboutthe situation of the development in RBMSS after layout adjustment of the ruralprimary and middle schools. Part3is about systematic description of the developmentof the RBMSS and achievements in Binchuan country.The fourth section is a survey into current state of the administration of thestudents in the RBMSS. This survey contains the basic conditions of studentsinterviewed and the analysis of the findings from the questionnaires, ranging fromsecurity, sanitation, accommodation, food, manners, study, cultural activities afterclass, psychological advice, tuition and book fee waiving and to living subside. Afterstatistical results show that although the RBMSS in Binchuan country has achievedcertain success, there are still some problems left. Meanwhile, the causes of theseproblems have fully considered and analyzed.The fifth section is about2factors which have restricted the administration ofthe students in the RBMSS have been discussed. One is external, the other is internal.The former means the insufficiency of investment and small quopa of civil stuffrecruitment. While the latter means the current system of management, notion andapproach are not suitable for the development of the RBMSS.In last section the suggestions and countermeasures to the issue of the RBMSSare offered for solving problem of the rural boarding school student management,including much more financial investment, strengthening the establishment of thesupervision of the RBMSS, launching a variety of school cultural activities,stipulating the policy psychological counseling and finally building up the newlearning assistance regulation.
