Unbalanced phenomenon existed everywhere between regions, provinces, and schools and between city and countryside, which even more serious in minority areas. By 2003, there were 431 counties had not popularized the nine-year compulsory education totaling, including 312 national regions, accounting for 72.3%.This paper took the development of basic education of Ningxia in western minority regions as the research object, gave deep analysis to the present situation and the existed questions with the balanced development of minority education.
