With the publishment and implementation of the "primary and secondary school curriculum guide for information technology", the issuance of primary and secondary information technology courses in the country has been effectively universal. Although the courses have already been carried out for ten years, due to the different conditions of investment and construction between urban and rural, eastern and western cities, the status of popularization and execution of information technology in rural primary and secondary schools especially in the western provinces are still worthy of our concern. Xi'an as the gateway to Chinese western provinces, its current situation referred above will provide realistic evidences for the related projects of information technology in rural primary and secondary schools.In this paper, we use questionnaires and interview as research, methods, using the survey assisted in the process of interview to supplement the shortages of questionnaires. This process is based on the status of rural primary schools in eight districts of Xi'an City (Beilin, Lianhu, Yanta, Weiyang, Baqiao, Chang'an, Yanling, Lintong) and four counties (Lantian, Zhouzhi, Hu, Gaoling) or village primary schools (Beilin, Lianhu, Yanta), rural primary schools in Xi'an situation of implementation of information technology courses with a focus to the implementation of information technology courses with the situation in the hardware facilities, campus information case, materials useage, curriculum teaching and learning situation, evaluation methods, information technology, teacher professional development and status in schools, information technology and subject teaching research and other related issues problem.Summary of the process from the research programs of information technology experience and discover the lack of overall understanding of information technology in Xi'an rural primary school curriculum issues in the implementation process. And according to opened and hardware, information technology, teacher professional development and the status in the school, the use of information technology, curriculum materials, student attitudes and information technology courses reason, information technology, teaching teacher-student relations, information technology curriculum evaluation methods, information technology and instruction on specific issues such integrated analysis of the situation in rural primary schools's information technology courses in Xi'an, we should increase capital investment in rural primary schools form hardware, improve the use of funds mechanism, good hardware and out of records and improve information technology teachers professional development and its status in schools, teachers of Information technology should based on the deep understanding of the difficulty of grasping textbooks, focus on students studying information technology, hobbies and interests, focus on the establishment of good teacher-student relationship, multi-dimensional evaluation of the promotion overall development of students, focus on information technology in schools and the integration of teaching and other aspects of departure, the corresponding solution strategies for the better and faster development escort of rural primary information technology courses in Xi'an. At last, information technology courses for the effective implementation of rural primary schools is to provide theoretical support for Chinese information technology education in rural primary and secondary spread accumulated valuable experience.
