With the progressive attention on social status of teachers from the society and government and the deepening of the reform of teacher education, the thoughts of professional teacher become continually popular.As the pioneers of education in future and the reserve forces of development in primary and secondary schools, the growth of beginning teachers are also increasingly being attention. What is the problems during the growth of the Beginning teachers? What are the Professional development needs of beginning teachers? How to meet their professional development needs? What are the weakness and the advantage existing in policy? Those will be the issue dicussed in this paper.In this Paper, through a combination of reasoning and empirical research methods,in the introductory,we will focus on the research background, research methods, research purpose and meaning, and the definition of the key concepts involved in the text, such as the beginning teacher, effective, professional development needs, school-based training.Chapter1:a brief description of the domestic and foreign (mainly in British ,American and Japan) beginning teacher professional development standards, we will list Kentucky and Japan examples of teacher professional development standards, then summarize the common (dimensions) shown in these standards.Chapter2:analysis of professional development needs of beginning teachers ,through the collation of the survey results and analysis of case material ,we will summarize the ability of monitoring teaching, text interpretation, classroom management strategies, student evaluation, self-reflection, communication with parents, etc,which demonstrate the characteristics of the beginning teacher, then analyze the reality of their professional development needs and the professional needs of beginning teachers according to the sort of the urgency .Chapter3 : Strategy One: Institute policies to improve teacher education, first, to meet the current needs of beginning teacher professional development and Continuing Education Teacher Training and strategy briefly combined with empirical data to reveal problems existing in strategy from teacher training colleges to meet the professional development of beginning teacher demand, and made a further analysis of causes, then recommend the strategy on how teacher training Institute meet the needs of the professional development of beginning teachers effectively based on their high-quality resources. Chapter4:Strategy Two: Towards the effective school-based training,which is a key thesis of this chapte.We will make a summary based on the problems and the cause of school-based training .This chapter lists the three cases of school-based training, in the case analysis, the corresponding strategy isproposed,which is towards effective school-based training, and the definition,characteristics and strategies of effective school-based training in the content were discussed. Meeting Professional development needs of beginning teachers depends not only on the external guidance, but also more on the internal power. Chapter5: Strategy Three:Towards the way of professional indepent development. through self-reflection ,strengthen the self-awareness,of professional development ,constantly learning, self-transcendence, , adapt initiatively and maintain mental healthin the teaching environment.
