The21st century is an era leading by knowledge economy. And how to effectively develop and motivate talent is the theme of the21st century. Currently, the status of vocational education in higher education is important. The key of vocational development is talent, and the cultivation of talent critically rely on policy, therefore,incentives for employees are key to bring this strength into full play.In this paper, it uses Inner Mongolia S Vocational College as a study case, and is problem-oriented in employee motivation. Starting from the current situation of Inner Mongolia S Vocational College staff motivation, and basing on the investigation and research, we analyze the current situation and problems of the employee motivation in Inner Mongolia S Vocational College, and put forward corresponding measures for improvement. It also clarifies the purpose, meaning, content and methods of the study by discussing the vocational college staff motivation research background. The writer forms a complete theoretical framework for the present study in three aspects, that is, the connotation of incentive, incentive approaches and the role of incentives. Find problems of the Inner Mongolia S Vocational Employee Incentives through the analysis and identifying. The core part of the paper uses questionnaires to know the feelings of the institution staffs for motivating, and then find out the potential problems and analyze the cause. It puts forward countermeasures to perfect the existing problems of personnel incentive of the institution and establishment of incentives using Inner Mongolia S vocational college as an example. This construction are divided into two sub-systems of teaching and administrative staff. Each sub-system tentatively proposed the optimizations for staff incentive in Inner Mongolia S vocational college, separately from the pay system, performance appraisal, promotion and other aspects.
