Due to this problem,resulted in the emergence of the "school choice hot" phenomenon in recent years."School choice" fundamentally not select for school, its for the resource of the school. Despite our country from the policy level, legal level through teacher communication solution to the teachers of compulsory education development is not balanced, thus promote the compulsory education balanced development, but the reality prove that all those policies did not achieve the goal of envisioned communication. The cause of this result, from the legal analysis, the most fundamental is the legal status of teachers in the law of fuzziness, uncertainty, which affected the teachers’ communication implement in practice.
