With the development of educational reform and requirement of teacher professional development, all circles of society pay more attention to teacher evaluation. However, the problems which need to be solved have increasingly emerged in practice and application process. Therefore it has vital theoretical and practical significance to analyze advantages and disadvantages of current teacher evaluation system through theoretical research and practical research and put forward workable improve strategy.Firstly, this article collects data of domestic and overseas teacher evaluation development status, which provides theoretical basis for teacher evaluation. Then it takes LG middle school in Y city as research objective. The author makes research on specific condition of school-based teacher evaluation in case school through questionnaires and interviews, and analyzes each element in evaluation process. Meanwhile, the article collects relevant policies and standards and compares them between the educational department and school-based. We can learn from the survey results that as a necessary link of daily management in case school, school-based teacher evaluation has been widely recognized among teachers and students. The author also analyzes the problems in implementation process of school-based teacher evaluation, and concludes from several aspects in evaluation process, and makes analysis and summary of the reasons from evaluation subject, school management system, value orientation, evaluation standards and so on.Finally, the author puts forward strategies of gradual improvement of school-based evaluation which combine foreign teacher evaluation experiences and base on our national conditions. Aimed at the problem on school-base teacher evaluation, the strategies direct at every aspects of evaluation. It is workable and practical, which provides beneficial reference for improvement of teacher evaluation for educational department. It will facilitate theoretical and practical research of school-based teacher evaluation problems.
