This research use the advanced theories of multi-disciplinary such as education science and publiceconomics etc. The research discusses the solution of education equality and the balanced development ofeducation from the perspective of compulsory education resources allocation in urban and rural areas, aimat discussing the related mechanisms about promoting the balanced allocation of compulsory educationresources in urban and rural areas, we hope provide some materials and suggestion for governmentdepartments and educational departments of autonomous region. Meanwhile, we expect to provide thegeneral education workers and teachers with some ideas in practice.This article mainly includes five components. In the first part, from a macro point, we mainlyoverview and analyze the background and current research status of balanced allocation of compulsoryeducation resources in urban and rural areas. In the second part, on the basis of the research abouteducation resources allocation from domestic and foreign scholars, this paper tries to define the term "thebalanced development of education" and "balanced allocation of education resources", we explain thesignificance for balanced allocation of compulsory education resources in urban and rural areas by usingeducation equality theory and public choice theory etc. In the third part, we deeply analyze the status andcauses of the non-balanced allocation of compulsory education resources in urban and rural areas ofXinjiang. In the fourth part, the paper introduces the domestic and foreign practice that promotes balancedallocation of compulsory education resources in urban and rural areas. It provides certain model andinspiration for this research. In the fifth part, summing up the researching results and practical experience,we propose to realize the unified school condition, establish the "lowest guarantee" system of compulsoryeducation finance, construct the integrative system of urban and rural teachers' wages and welfare and soon. These measures will promote the balanced allocation of compulsory education resources such as schoolconditions, funding and teacher resources etc.This research shows that it is only condition and prerequisite of the smooth development of educationto realize the balanced allocation of compulsory education resource in urban and rural areas of Xinjiang. Toachieve the great goal that is the balanced development of urban and rural compulsory education, it alsoneeds a long-term process. In this process, it needs the national management system and the socialoperational mechanism to provide the suitable environment and condition positively for the balanceddevelopment of education.
