The balanced development of compulsory education is the most direct reflection of social equity in the education field, it related to the construction of harmonious society, involving the people’s direct and real interest. Now, comprehensively promote balanced development of compulsory education between urban and rural areas has become the key to the reform and development of our compulsory education. According to the reality of our country, to promote the balanced development of compulsory education between urban and rural areas is the key point, first carry out the strategy of regional propulsion and balanced development, and then achieve the nationwide balanced development of compulsory education.This paper first present the policy evolution and theory foundation of balance development of compulsory education, and analyzes the necessity of the balanced development of compulsory education between urban and rural areas. Then by choosing H city in Hubei province as a research object, and uses the observation and interview methods, this paper described the status quo of compulsory education in H City, and analyzes the cause and impact of the unbalanced development of compulsory education between urban and rural. Finally, according to the survey and analysis of this research, this paper proposed some related strategies to promote the balanced development of compulsory education between urban and rural:to perform the duties, to strengthen the policy orientation; optimize the allocation of resources, establish education resource allocation mechanism; strengthen the construction of the teaching staff, establish flow mechanism of the principal and teachers; Increase the funds investment, establish the balanced development of the safeguard mechanism.
