At present, because of our country’s low overall level of social security and the small coverage, in real life, there are large parts of crowd stand outside the "umbrella" of social security, becoming the marginal needy. Many families cannot be covered by the system, because their income is slightly higher than the lowest security level.Once members suffer serious illness,their family will easy to fall into a vicious cycle of "poor-illness-poor" and "illness-poor-illness".This will lead to a sharp deterioration in the quality of their lives in the short term. They will become the so-called "spending" poor. Faced with the problem, Shanghai government has adopted a series of measures since2006. Government funding, Social donation and Welfare benefits were used by the third sector (the foundation, Social work institutions, etc.) to explore to solve these problems.It’s a great pleasure for Hetai Caring Service Center of Yangpu district to be the first batch of people-run non-enterprise units and to work in the professional public comprehensive support in Shanghai. At the same time the Hetai Caring Service Center of Yangpu district first introduced the concept of social work to the social relief work."Help difficult groups to build the sun city in mind" project is the Key projects of Hetai Caring Service Center of Yangpu district. The project uses the perspective of social support theory to design activities and provide social support (including economic assistance, emotional support, information support, psychological counseling support, and social participation support,etc.) to community poverty-disease groups, to intervene their recovery pressure (come from tense economy, narrow source of information, deviation of the cognitive and behavioral, low individual self-confidence, lack of social support network, and low social engagement, etc.), and to help them establish a good social support system, reduce the recovery pressure and make it return to normal life.This article starts from the perspective of empirical research to assessment the "Help difficult groups to build the sun city in mind" project. The purpose is to explore whether project’s intervention is effective to reduce the recovery pressure of community poverty-disease groups, rethink the good aspects and bad aspects in project and practice, explore how social work intervenes social relief work in the local environment, summarize the experience for social work intervention in the recovery pressure of community poverty-disease groups, and accumulate experience for social work indigenization.
