Teacher is the first resource of educational undertakings.Establishing a good system which guarantees teachers’ salary, attractstalented for long-term teaching and teaching for life, is a humanresources powers based project. On December21,2008, the State Councilapproved 《Guidance to teachers’ salary according to teachers’performance in compulsory educational schools》,and carried it out innational compulsory educational schools since January1,2009. Then theMinistry of Education issued the policy of《Carrying out guidance toteachers’ salary according to teachers’ performance in compulsoryeducational schools》.(File No.15,2008Teaching). However, at presentmost of the compulsory education of junior middle school teachers’evaluation system can’t completely adapt to the implementation of thesalary system. This study attempts to conduct the current compulsoryeducational junior middle school teachers’ evaluation system, andprovide help and guidance.From the angle of economics, management, combined with the currentcompulsory education junior middle school teachers’ performanceappraisal policy and specific theory, this study sets up the researchideas and methods and refine research characteristics through theliterature search to provide basis for the research problems. On the basisof survey which teachers of13compulsory education middle school inchuxiong, this study uses qualitative and quantitative analysis to getthe results and find the existed problems in the implementation, putsforward improvement ideas.There are seven problems in the compulsory education of junior middleschool teachers’ evaluation system through study. First it is not totallyagreed. Second the purpose is not clear and definite. Third it is notdemocratic in establishing and carrying out a check-up system. Fourthit is not systematic and scientific. Fifth it is not democratic incarrying it out. Sixth the result has deviation. Seventh the effects ofinspiring system are not satisfied. It concluded in four aspects: shortof guidance in policy and standards, short of guidance in examine, shortof recognition, and short of participation. This essay proposes threeaspects to improve and perfect exams of teacher’s performance fromdetailing the contents, giving standard processes and using exam results scientifily.
