Competent quality movement in the1970s led to not only study of competentquality management field, also affects the study of teachers for quality education field.Pedagogy, psychology and human resource management field study of qualifiedquality, laid a theoretical foundation for the teachers qualified for quality research,and the study of teachers’ competence quality greatly promoted the study of teachers’psychological. In recent years the researchers to explore the teachers’ competencequality of all types and at all levels, this study applies behavioral event interviewmethod of20high school teachers in the structured interviews, for instance, theteachers and students and open questionnaire, through the interview and questionnaireresult analysis, factor analysis, get high school teachers qualified quality of fourdimensions are: professional ethics, personal qualities, teaching ability and the fourdimensions of mental health. Professional ethics including fair to students, concernedabout, and to cultivate students, wuxi, the sense of responsibility and dedication;Personal traits include a sense of humour, confident optimistic, aggressive, be honest;Teaching ability including basic high school teaching basic skills, be able to deal withthe teaching material according to the discipline characteristic, good expressionability, guide students, creative ability, reflection ability; Mental health andknowledge including teachers with good mental health status, able to control youremotions and to use their knowledge of the psychological counseling students’psychological problems, these factors constitute the main content of the\"high schoolteacher competency questionnaire\". Questionnaire of the test show that the reliabilityand validity of the questionnaire has good reliability, validity and the application ofthe competency research tools can be used as a high school.
