Talent is the foundation of a nation; it’s the management of politics, and theprosperity of business. In modern times, human resource is becoming the mostimportant strategic resources. Competency is the hot topic of human resourcemanagement. Based on the competency model of university counselor and the author’sactual work, this paper introduces the model and the related test to the research of TZindependent college counselor’s competency. The research tests the counselor’scompetency through the questionnaire survey. Using SPSS19.0for data analysis, thispaper puts forward some paths and measures for the counselor’s human resourcedevelopment.The results showed that TZ independent college counselor’s competency isgood.The seven main factors’ score from high to low is: the professionalism, takingcare of students, moral quality, the general situation consciousness, ability to work,cultivating students, the influence strategy. In addition, different academicbackgrounds, ages and length of service effect little on the counselor’s competency,while the education and gender have a great influence.On this basis, the author focuses on relevant suggestions and strategies from thethree aspects of recruitment, performance appraisal and vocational development. Itsuggests that TZ independent college should improve the proportion of malecounselors, and select from the excellent graduates. At the same time, it should beclear about the counselor’s duties and responsibilities, and aim at the weak area ofcompetency for training.
