Abstract:Knowledge transfer and technological innovation is the key for national, regional and organizations to obtain competitive advantages, while science and technology talent is the main part for scientific and technological knowledge transfer and technological innovation. Therefore study on knowledge transfer and technological innovation in the environment of regional technological talent aggregation has a certain theoretical significance and application value. It is beneficial to rich human resources management theory and knowledge transfer theory, to enhance regional competitive advantages and promote regional economic development.Based on a review of correlation theory and research status, the study use literature review method, system dynamics, gray relational analysis and entropy method and so on to research knowledge transfer and technological innovation in the environment of regional technological talent aggregation. It proposes knowledge transfer and technological innovation system in technological talent accumulation effect, and on that basis, it constructs the corresponding system dynamics model and realizes the system simulation. By analyzing simulation conclusion and sensitivity analysis, the paper puts forward some proposals for enhancing knowledge of science and technology transfer and technological innovation, and promoting technological talent accumulation effect. On that basis, combined the research conclusion with analysis of actual status quo in Shanxi, It proposes strategies for enhancing knowledge transfer and technological innovation in the environment of regional technological talent aggregation in Shanxi from different angles.The main conclusions of this reaserch:(1) knowledge transfer and technological innovation in the environment of regional technological talent aggregation is a complex dynamic system. It includes technological talent aggregation subsystem, scientific and technological knowledge transfer subsystem, regional technical innovation subsystems, and each subsystem interacts with the other.(2) In the regional technological Talent aggregation environment, science and technology knowledge transfer and regional technology innovation promote and complement each other’s work.(3) By evaluating knowledge transfer and technological innovation in the environment of Shanxi’s technological talent aggregation, we can know the current situation of knowledge transfer and technological innovation in the environment of Shanxi’s technological talent aggregation:knowledge transfer and technological innovation in the environment of Shanxi’s technological talent aggregation in2011is in the lowwer level and ranks the fifth in central six provinces in transversal comparison; from2002to2011, knowledge transfer and technological innovation in the environment of Shanxi’s technological talent aggregation mainly behaves a increasing trend in vertical comparison, except for it in2003,2006and2008.(4) The stategies to enhance knowledge transfer and technological innovation in the environment of Shanxi’s technological talent aggregation:promote scientific and technological knowledge transfer and enhance scientific and technological knowledge innovation capability; strengthen technological innovation capability and enhance the quantity and quality of technical innovation; enhance the power of science and technology innovation and enhance science and technology talent aggregation effect.The innovation points of this research:(1) Definite technological talent aggregation and knowledge transfer system, and describe the process of knowledge transfer between individuals in knowledge transfer system from information theory.(2) Define the system of knowledge transfer and technological innovation in the environment of regional technological talent aggregation, and on that basis, it constructs the corresponding system dynamics model and uses Vensim PLE5.11softwart to realize the system simulation. By analyzing simulation results, we can come to the conclusion that science and technology knowledge transfer and regional technology innovation promote and complement each other’s work. Through sensitivity analyzing, the paper puts forward some proposals for enhancing knowledge of science and technology transfer and technological innovation, and promoting technological talent accumulation effect.(3) Build the index system of knowledge transfer and technological innovation in the environment of regional technological talent aggregation. On this basis, the paper uses gray relational analysis and entropy method to estimate knowledge transfer and technological innovation status quo in the environment of Shanxi’s technological talent aggregation. By analyzing its problem, it proposes strategies to promote knowledge transfer and technological innovation in the environment of Shanxi’s technological talent aggregation.
