Talent resource is regarded as the principal resource, especially under this situation with knowledge-based economy and accelerating globalization, where the competition between countries, regions and organizations has gradually changed to intangible competition of knowledge, technology and management from tangible goods, and the importance of talent resource is becoming increasingly conspicuous. So, the talents who have mastered the knowledge and skills required for social development has become a decisive factor in the competition. Innovation talents are those talents with comprehensive, independent and free development, who are not only based themselves upon reality, but also keeping future in view. In order to seize competitive advantage during the competition with other regions, all countries should not only dedicate to training innovation talents, but also devote to building a growth environment for innovation talents so as to provide an excellent environment to attract and accumulate more innovation talents.In this paper, it reviews the relevant research results at home and abroad firstly, and analyses the current situation of innovation talents and innovation talent environment in Anhui’s county regions after selecting some relevant indicators. Next, based on previous studies, it selects5primary indicators and30secondary indicators to construct a comprehensive evaluation system of innovation talent environment in county region according to the principle of building talent environment indicator system. Then, it selects61counties (cities) in Anhui Province as the object of study, and makes an empirical analysis of innovation talent environment in Anhui’s county regions through Fuzzy Comprehensive Evaluation. During the empirical analysis, firstly it calculates the scores of30secondary indicators of these61counties (cities); then, it determines the evaluation membership degree of the5primary indicators of all countries(cities); finally, it calculates the evaluation membership degree of innovation talent environment for all countries (cities), and gives a list ranked for this membership degree. From the analysis, we found the overall score of innovation talent environment of all the county regions in Anhui were not high, and the development of sub-indicators in the indicator system was uneven. Finally, it puts forward some relevant recommendations for policy according to the empirical results.
