Research On The Current Situation And Development Of High - Skilled Talents In Baotou City

The High-skilled talents are an important part of China’s talent team, are core force in the ranks of skilled workers and the outstanding representatives of industry ranks. They play an very important role in speeding up the transformation of the economic development mode, strengthening technological innovation, promoting the transformation of scientific and technological achievements, promoting the optimization and upgrading, and improving the competitiveness of enterprises.In recent years, Baotou City attaches great importance to talents team construction, closely around needs for the development of pillar industry and advantage industry, creasing the occupation training and skill appraisal, improve the overall quality of urban and rural workers, has played a positive role for the healthy development of economic society. However, while seeing the achievement, we are well recognized that the overall situation in the High-skilled talents in Baotou, the work is still relatively weak, shortage for total quantity, the structure of talent is unbalanced, training system is not perfect, incentive and evaluation mechanism is not perfect. These situations seriously restrict the development of the High-skilled talents. Therefore, government, enterprises, institutions and other departments should coordinate with each other; take effective measures in the High-skilled talents training, motivation, assessment, and investment to break the bottleneck of the development of high-skilled talents, to achieve a long-term mechanism.The aim of this paper was to explore the effective method and mode of the High-skilled talents development in Baotou, actively seeking the methods in training, incentive system according to the various theoretical and practical basis, find out the problems need to be solved, to seek the development mode with the High-skilled personnel in Baotou with a wide range of theoretical and practical significance.
