The team building of High-technique talents, not only related to the quality of our products, but also related to the country’s international competitiveness and future growth potential. Strengthening the team building of high-technique talents and creating a group of high-technique talents with professional attitude of excellence and artisan spirit, is the urgent requirement of industrial transformation and upgrading. Meanwhile, it’s very important to achieve "Made in China 2025" strategy and a manufacturer of quality. Therefore, they are significant in reality to research on factors and optimizing path of team building performance of high-technique skilled talents in order to put forward feasible suggestions for the practical problems during construction.Based on the summary of previous studies and combined with theoretical analysis, empirical research and data analysis, the main results are as follows. First, this study defines the technique skills which is made up of knowledge, skills and creativity starting from the philosophy of technology, vocational education and psychology perspective. On the basis of previous studies about high-technique skilled talents concepts and features, the concept of high-technique skilled talents is defined in this study. Secondly, based on the perspective of human chain, summarizing the main practices from personnel training, evaluation, recognition by the example of Ningbo City and the basic experience from a strategic positioning, mode of operation, capital investment and legal construction. Thirdly, according to "Task-Contextual" performance theory and human capital theory of Lucas, building an indicators system from talent quantity, quality, structure to evaluate the performance of high-technique skilled talents team management which contains 12 indicators, and from vocational education, job training and "learning by doing" three dimensions, also building 20 indicators to evaluate the factors. In the meantime, the questionnaire is designed by Likert scale according to the procedures and methods of questionnaire design. The research is faced to vocational institutions, enterprises and government in Ningbo. Finally,190 valid questionnaires as a data source is used to explore the relationship between the factors and performance by descriptive statistics, correlation and regression analysis. As the result, six variables not only correlate to total performance, but also four variables go into the regression equation, which proves that corporate training system is the most important factors and school conditions is the least. Finally, to lead the direction of construction, solutions are put forward from the school system colleges, corporate training system, apprenticeship and corporate training system combining the results of empirical analysis and the actual situation.
