As the constantly promotion of the elementary educational curriculum reform,the curriculum resources seem more and more important. It is realized that the extent of the abundance and adaptability of the curriculum resources determine the scope and extent of the realization of the curriculum objective, he abundance as well as development and utilization of the curriculum resources determine the scope and extent of the implementation of the curriculum and the development and utilization of the curriculum resources affect the transferring of curriculum function and the approach of study. As the direct curriculum implementer, teachers are familiar with the knowledge, abilities, interests and needs of the learners. Accordingly, teachers determine the scope of recognition, the extent of development and the level of benefit of curriculum resources.In the process of increasing development of the elementary educational curriculum reform, the curriculum reform of kindergartens also is being carried out fast. It is said in the‘Outline of Education Instruction of Kindergartens(Experiment)’that ‘Kindergartens should cooperate with families and communities closely,connecting with primary schools, synthesizing kinds of educational resources to create good conditions for the development of children.’ This challenges the ability of kindergartens to develop kinds of curriculum resources for the integrated development of children. To be the direct curriculum implementer, preschool teachers, like teachers in other educational phases, should be the main body of the kindergartens’ curriculum resources development.Selecting 209 teachers from 12 preschools in Shanghai Area as the subject of study, with the help of inquiries and interviews, this paper analyzed that teachers’ ability to identify curriculum resources and investigated the situation of developing and using finished resources,teacher resources,child resources,parents resources and community resources.By understanding teachers’ current situation of developing and using finished resources,the author summarized the problems of the preschool teachers and further proposed the detailed suggestions which contains using life resources, surrounding resources correctly and showing more concern on child resources and introducing parents resources and community resources into class.
