As the curriculum reform developed, the concept of curriculum resource has obtained more and more person's attention. In 2001 the Ministry of Education after-cropped "the Elementary education Curriculum reform Summary (Implementation)", in which proposed specially that each kind of curriculum resource inside and outside school should be positively exploited and used reasonably. Meanwhile the full-time compulsory education curriculum standard of various disciplines promulgated by the Ministry of Education specially supposed an item, as the important content and the request,"the exploitation and using of curriculum resource". Teacher is one of the most important curriculum resources; teacher's quality condition decides the recognition scope, the exploitation and using degree as well as the benefit level, of curriculum resources. The research, which deals with teachers'consciousness, abilities, difficulties of curriculum resources exploitation, its exploitation conditions and influence factors, has the actual value extremely, particularly the investigation standing in teacher's angel may not only well understand teacher's education idea, the curriculum view, the curriculum resource view but analyze the difference between the theory and practice in curriculum resources exploitation and using and its origin.Shanghai, as the forward position of national educational reform, its teacher's realistic condition in curriculum resources exploitation and using has reflected, to a certain extent, the most superior condition in this aspect in china. Selecting 401 teachers from 12 elementary schools in Shanghai Area as the subject of study, with the help of inquiries and interviews, this paper investigated grade teachers'realistic conditions of exploiting and using curriculum resources in Shanghai Area, in terms of their recognition levels, demand situation on curriculum resources, their understanding levels, abilities, self-potency feeling and difficulties in exploiting and using curriculum resources. The paper also makes a deep analysis of reasons that cause the problems and difficulties in teacher's exploiting and using curriculum resources from the point of the evaluation system, the curriculum authority, the curriculum resources deployment, its exploitation situation, teacher's educate idea and so on, and proposes several suggestions and solutions like"reforming the curriculum management pattern to establish environment","exploiting each kind of curriculum resources to build the platform","innovating the classroom instruction to improve teacher's teaching ability".
