Guidelines for Medium-to-long-term Education Reform and Development Plan drafted by China focuses great attention on faculty construction, with effective faculty incentive management serving as a guarantee for the cultivation of high-quality faculty. Like the base of a building, basic education lays a foundation for the development of high-quality talents. Additionally, as cornerstone of Chinese educational system, elementary education needs to conduct effective incentive management on elementary school, which will play a positive role in not only the stability and development of elementary school teachers and the continuous improvement of compulsory education quality, but also the smooth development of Chinese educational cause. Therefore, for the purpose of deepening educational reform of elementary school, the top priority is to construct a scientific and feasible incentive system for elementary school teachers.First, the author introduces and summarizes the research achievements of incentive theories. Over recent years, these theories have been made more specific and perfect by large quantities of domestic and overseas scholars by dint of further researches and explorations. All these have provided well-founded theory for the research on the incentive of elementary school teachers. Afterwards, in order to obtain the first-hand information about the working status of elementary school teachers, teachers from three elementary schools in Dalian are selected as investigation objects to conduct an interview and a survey about teacher’s job satisfaction. Besides, energy has also been devoted to analyzing the demand of elementary school teachers from three aspects including the characteristics of careers, eras and individuals, as well as the incentive condition based on financial rewards, leader management, training and promotion, working environment, interpersonal relationship, and the job itself.
