With the implementing of the "full-time compulsory education Chinese course standard(experiment draft)" in 2001, the implementation of the oral communication ability gets the equally important the status with that of literacy writing, reading and writing. Oral communication ability is not only beneficial to improve the students’ thinking ability, train the students’ ability of strain, but also to develop their good interpersonal relationships. However, oral communication teaching has being carried on more than a decade ago, and the present situation of the oral communication teaching is still worrying. There are many issues, such as lack of knowledge of oral communication and being inadequate curriculum resources. Primary school is the best time to exercise the students’ Chinese oral communication ability, also with many problems at this stage. To improve the current situation of primary school’s Chinese oral communication teaching, we must do something for the primary school language teaching oral communication. From the point of the development and application primary school Chinese oral communication curriculum resources, the author explores the effective ways and strategies of curriculum resource development and provides support resources to improve the primary language oral communication teaching in combination with the research of the teaching of oral communication.First of all, we further study the connotation and classification of primary school Chinese oral communication curriculum resources. After more than ten years of curriculum reform, we realize the importance of primary school Chinese oral communication and its existing problems, and explore and research on the curriculum resources. The development and application of curriculum resources are put forward in the elementary education reform, and provides important guarantee to build open and dynamic Chinese curriculum.Secondly, the author proposes primary school Chinese oral communication curriculum resources development and application of concepts and principles on the basis of predecessors’ study after in-depth thinking and analysis by applying literature review.Finally, this paper provides the concrete implementation strategy of development and application of curriculum resources from the local administrative department of education, with the help of the author’s own experience in education practice and specific case analysis.
