Contemporary China is in a period of great change, the interests of the various disputes and conflicts are also concentrated in outbreaking. People have active thinking,as well as values and world view are complicated, especially the college students who are in adolescence. Rapid dissemination of information make the university faces the unprecedented pressure and does not adapt,therefore, to strengthen the university emergency management will become the main task of the government and university that is unavoidable. How the status of university development and stability will influence the smooth realization of the impact of China’s higher education to a great extent and the smooth realization of the transformation and the national economic and social development strategy. Once the colleges emergency events happen, it will affects the stability of the whole society, the University’s own development and the growth of the students talent. So universities should have what kind of ability of emergency management, and how we can evaluate the ability of emergency management, this article proposes specific solutions which are based on Shaanxi universities the three first level indicators that is before, in and after the incident, hope to make contribution to the stability of Shaanxi colleges and universities. The goal is to find the evaluation of university emergency management capacity with scientific spirit and practical significance for the reference.Through a large number of relevant books, reading materials, research, practice, visiting experts and combined with their own line of work experience, this article based on the Shanxi universities emergency management capability assessment, through the design of colleges and universities emergency management capability evaluation index system,it determines the evaluation index, index weight calculated by using analytic hierarchy process (ahp), finally construct the emergency management capability evaluation system. To study the university emergency management capability assessment, first we should make clear the main contradiction of emergency incident management in colleges and universities. It mainly composed of teachers and students in colleges and universities, college teachers as a more mature and stable group, generally speaking,they won’t make emergency incidents.When emergency event occurs, as an adult,the teacher also has strong strain capacity, thus this article put the object of university emergency management capability assessment on the study of student emergency events.This paper is divided into six parts, the first part explains the background and significance of this paper, systematically summarizes domestic and foreign research results of university emergency management, it also introduces the study method, the research ideas, research content and introduces the related theory of campus emergency management, including the comprehensive emergency management theory, Hall’3D structure theory, these theories have made the theoretical groundwork and support for the research. In the second part,it makes an evaluation of the emergency management capacity in colleges and universities through theoretical basis, as well as it points out the importance of establishing the ability of emergency management system based on the characteristics of campus emergency management capacity, classification and expression and for evaluation purpose and significance, methods. The third part design the evaluation index system of the campus emergency management capacity, determine the evaluation index, using the calculation of the index weight with AHP, finally construct of the evaluation system of university emergency management capacity. The fourth part is the empirical analysis of two universities emergency management system in Shaanxi province. The fifth part has the practice significance, it combined with the results of empirical analysis, propose targeted and high maneuverability suggestions.The sixth part points out the innovation point of this article, and review the summary and outlook the research work of this paper.
