With the development of higher education popularization, the change of Localcollege school and the construction of Modern vocational education system, Localcollege school should change into application-oriented university. Lu Xin points outin March,2014that we should guide the local college school to change. Li keqiangrecommends this as well in March,2015. Shandong province promulgate severaldecrees to assure that the Local college school would be application-oriented. Thetransformation of application-oriented university demands Double-professionally-titledteachers. The on-job training of teachers should cultivate Double-professionally-titled teacherscorresponding with the construction of Modern vocational education system.As the most important measure to the construction of teaching staff, the on-job training ofteachers aims to develop their knowledge and skills. The research begins from previous studiesfrom the perspective of Double-professionally-titled teachers. It states the urgency in thebackground of higher education popularization, the change of Local college school andthe construction of Modern vocational education system. According to thequestionnaire survey, we find out the questions of on-job training in goal setting andtraining institution. This study analyzes the causes resulting from lack of correct understanding,multiple institutions and thorough supporting measures. The study puts forward three measures tocope with the crisis. Teachers should deepen the understanding and participate in it actively.Schools should strengthen cooperation and update the mechanism. The government houldformulate policies and encourage companies to participate.This study can be of theoretical and practical significance. It expands theconnotation of adult education, lifelong education and the professional developmentof teachers. It fastens the cultivation of Double-professionally-titled teachers. It promotes thechange of Local college school and the development of Modern vocational education system.
