With the social development and technological progress, the quality of China’s vocational education depends on the level of teachers’ quality.Therefore, to build a high quality of "double-professionally-titles teachers" team construction has become the current secondary vocational school connotation development important work. But at present, there are many problems in the "double-professionally-titles teachers" team construction. First is less than the number and proportion of standards; Second is the source of teachers is relatively single.The Third is unreasonable structure of teachers; The Fourth is a part-time teacher team didn’t play in proper energy; The Fifth is on-the-job training system is not complete; The Sixth is the incentive mechanism is imperfect.First of all, this study is in sorting out the "double-professionally-titles teachers" concept and on the basis of relevant research at home and abroad. It exponds the "double-professionally-titles teachers" team construction theory basis from the Maslow’s hierarchy theory of needs five, teacher professional development theory, incentive theory, complementary optimization theory.Secondly, through the "double-professionally-titles teachers" handan city secondary vocational school teachers team situation investigation, and in the data sorting, analysis, summary, on the basis of the handan city secondary vocational school structure of "double-professionally-titles teachers", teachers, and cultivate mechanism of the defects in the concrete aspect and the analysis of the cause of lack of in-depth study. Finally, let’s expound how to improve the overall level of secondary vocational school " double-professionally-titled " teachers, promote the connotation of vocational schools development from strengthening the Government’s main responsibility, optimizing training, building a reasonable exchange mechanisms to improve the evaluation system of incentives and so on.
