In recent years, with the further development of education reform in our country, the importance of academic quality, as well as emphasizing the comprehensive development of the students has become the focus of comprehensive evaluation on the quality of education. Academic quality evaluation is an important part of the evaluation on the quality of education, which the educators are more familiar with, and which is also the difficult point of the comprehensive evaluation on the quality of education reform. Primary school education is the base for the entire period of the education, whose importance is self-evident, but affected by the senior high school entrance examination, the college entrance examination, academic quality evaluation often slides into the position in which the final result controls the process, so that quality education can not be truly implemented.This study sees the developmental evaluation theory as the guide, as well as following the developmental principle, comprehensive principle, the principle of feedback, encouraging principle and difference principle. It plays its variety of functions, such as promoting the comprehensive development, providing positive feedback, leading the self-evaluation, supporting the implementation of teaching regulation and functions of teaching students in accordance with their aptitude. Academic quality evaluation strategy for elementary school higher grades will promote each student in the academic quality of the original level of progress and appreciation, realize their comprehensive and personalized development, and promote teachers’ professional development.It pays attention to the comprehensive quality and individual differences, emphasizing quality and multiple evaluation methods. It advocates the feature of the participation and the interaction of the appraisal main body, following evaluation principles of the development, comprehensive, difference, feedback and incentives, and giving full play to the point of reaching the goal through the evaluation of the development, thus to promote the all-round development, provides the basic role of positive feedback, lead the self evaluation, support the regulation of teaching and implementation of teaching the students in accordance with their aptitude in the study.By proposal and the implementation of quality evaluation strategy on the primary school high grade, it is to promote the progress and added value in the academic quality of the original level of each student, to achieve a comprehensive, personalized development, professional development and promotion of teachers.Following the process of "Survey-- Design--Practice-- Reflection-- Adjustment research ideas-- refining", this study adopts the methods of developmental system of literature research, questionnaire survey, interview and observation. Based on the survey and the interview on the current situation of high grade primary school students’ academic quality evaluation of the primary school, it teases out the current status of academic quality of primary high grades, to reveal the problems in academic quality evaluation, then to give analysis of the reasons.According to the preliminary discussion and analysis, it has proposed the quality evaluation of primary school high grades in these four aspects, such as,the evaluation system from the overall architecture, the enaction and refinement of evaluation index system, the combination of the improvement of evaluation methods and ways, and the development of evaluation tools for research and the use of evaluation results.This study constantly improves the evaluation strategy for elementary school higher grades through the whole structure of the developmental evaluation system, the establishment of the target evaluation system, the improvement of the evaluation ways and methods, research and development, and use of evaluation tools and the application of the evaluation results, and, in order to achieve the scientific of academic quality evaluation results, the serialization of evaluation standard, the specialization of evaluation tools, the fragmentation of evaluation process and diversification of evaluation methods.
