| The collectivization school-running is an important way of promoting the reform and development of vocational education. China’s vocational education has begun to explore the development of the collectivization school-running since 1990 s. With the gtadual deepening of the reform, this model which has been widely recognized by society has become the big trend and the main direction in the development of vocational education. In order to regulate the behvior of the collectivization school-running, our country and local governments have issued to strengthen vocational education of the collectivization school-running by guiding policies and documents successively. There had been 28 provinces which had carried out the collectivization school-running practice and had attempted to set up 630 vacational education grops by the end of December in 2012. Vocational education group has become one of the important organizational innovation of China’s vocational education reform and development.This paper takes the present situation of the collectivization school-running of henan transportation vocational education as the starting point, and takes henan transportation vocational education group as the specific research and analysis object. Though the real data, investigation method and literature research, this paper analyzes deeply the necessary theoretical basis in the efficient running of the vocational education group. This paper thoroughly discusses the development of regional economy and industry background which the henan transportation vocational education collectivization school-running faces, and systematically analyses the developing course, group organization, and operation mechanism of this project. This paper not only fully recognizes the achievements, but also points out the main problems existing in the development of this project and put forward the corresponding countermeasures and Suggestions. This paper argues that henan transportation vocational education collectivization school-running should work with the development of modern vocational education, modern vocational education system and the reform of mechanism of vocational education. By perfecting the government regulation, market regulation and social participation form, measures will be taken to strengthen the government’s macro guidance of collectivization school-running behavior. Through strengthening the construction of collectivization school-running amanagement system and management mode, the rights and obligations between the elements of collectivization school-running will be further defined to perfect the management system of vocational education group. By continuously strengthening the collectivization of running a school to coordinate all the elements involved in construction, incentive and monitoring mechanism, efficient operating mechanism will be established in this project. The countermeasures and forecast difficulties put forward in this research has a certain reference value to henan transportation vocational education collectivization school-running and other industries about vocational education collectivization school-running behavior in henan province. |
