The problem of the primary school students’ homework has existed in China for a very long time. There is too much homework and sometimes its level is not suitable. During a decade of the curriculum reform, the above problem has not been solved. In this context, this paper puts forward research on the issue. This study attempts to clarify the basic structure of the elementary school higher grades homework, to try to build its rationality standard, and to improve the rationality of the assignment structure.From the perspective of education management, this thesis makes a systematical research on the structure of the elementary school higher grades homework and gains certain achievements. Firstly, this research theoretically bases on the theory of person’ several development, the theory of multiple intelligences, humanism, subjective education theory and genetic epistemology. On the basis of consulting literature materials, this thesis establishes the three research dimensions of the “homework structure”: the division of disciplines, formal structure and major structure. Secondly, this thesis obtains necessary data on the “homework structure” of primary school high grades in Jinzhou, Dalian by questionnaire granting, cases investigating as well as interviewing method. According to the analysis of the data, it is discovered that six big problems do exist in the high grades’ homework structure, such as homework assignment not according with the curriculum setting, single structure, the low ratio of practice, art and PE homework, the unified completion part, the management of the departments of education administration and schools, and the design level of teachers. The reasons are analyzed from the perspectives of examination system, discipline-based and effective management. Thirdly, based on the current questions, this research tries to construct the reasonable standard for the structure of the elementary school higher grades homework, such as homework assignment according with the curriculum setting, enriching homework structure, increasing the proportion of practical homework, art and physical homework, diversifying the completion part, especially adding cooperation homework, and providing students with the right to select. Lastly, because of the difference of management parts, this thesis offers different suggestions. The division of educational management should make systematical homework management policy, organize training, change the homework check style, offer the school autonomous right, and solve the shortage of teachers. What’s more, the principal’s responsibility system should be implemented in school. School also should build the platform to share the information, provide training opportunity, gain the support of the parents, and create the reasonable homework management system. In addition, teachers should reconsider the homework function, enhance the communication, create the homework style, and respect the importance of the students.
