The rapid development of science and technology, enables countries to face all sorts of new options in the fierce international competition situation. Cultivating and fostering innovative, high-quality and talented people draw attention of the new century. Quantity and quality of the creative talents of a country show very important significance when judge whether it has the ability to defeat other competitors, and to demonstrate its strength in the competition in the era of knowledge economy. Biology is a very practical subject, the rapid development of biotechnology requires a lot of creative talents.High school is an important period for the spread of knowledge and innovation. Through a combination of school education and social practice, cultivating students’ sense of innovation and creativity is essential. Chinese government attaches great importance to the cultivation of innovative talents, especially over the past decade. We promulgated a series of documents about educational reform, such as during the twelfth five years, the Ministry of Education promulgated "Outline of National long-term talent development program(2010-2020)." The outline stressed that relevant departments should establish the concept of development focus on improving the quality, and should focus on the development of content. It also encouraged schools to be unique and high level. In order to cultivate and foster a large number of talented people, the whole country began to respond. All schools carried out a variety of practical activities to encourage and to support students to participate in. But studies that can evaluate the biological practice’s impact of the innovation ability are not enough.This paper firstly introduces the domestic and international progress on the effectiveness of the evaluation, followed by literature, questionnaires and interviews. Then it defines the concept of practice and biological innovation capability, combs the theoretical basis of innovation ability cultivation in students’ practice, initially established the effectiveness of the evaluation system of innovation ability. After investigating and evaluating the practice progress of multiple schools in Dalian, this paper sum up the needs of students, parents and teachers in practice, and analyze advantage and shortcomings in foster innovation of high school students in Dalian.The results found that:(1) From the scale of the practice, the students, who participate in practice, their creative thoughts and ability have greatly improved. And the students’ communication skills and logical thinking ability also be well exercised.(2) From the practice in middle school classroom, we can see that the students who participate in practice increase the ability to gather information, and to summarize a substantial.(3) The students who study in a traditional way can master the knowledge more solidly. Then a little exercise will greatly improve their other capabilities.(4) This study initially establish the Effectiveness Evaluation System of the high school biology practical activities. To some extent, It can reflect the student’s academic progress, and it plays a significant role in promoting the improvement of students’ creativity.Finally, according to the reality of the problem under the new situation, the writer deeply thought about it and made some effective suggestions:(1) Actively create the atmosphere for high school students to cultivate technological innovation ability;(2) cultivate the students’ creative a in biology teaching;(3) cultivate the students’ creative ability in activities in scale;(4) focus on researches of effectiveness in different biological practice;(5) focus the sustainable study of innovation ability. The study has a certain theoretical and practical significance to enhance the impact of practical activities on innovation ability.
