The balanced development of compulsory education supervision and evaluation is the national implementation after the "nine year compulsory education acceptance" and "two basics inspection has important strategic significance of education initiatives. At present, the most sensitive and the people in the education fair are the most vigorous and the education equilibrium development.. Maintain fairness and justice is the important cornerstone of promoting social harmony, so the implementation of the balanced development of compulsory education has important practical significance, to strengthen the party’s ruling ability is an important role and is also an important livelihood projects. Compulsory education, equalization, including resource allocation, level of teachers, basic education, school conditions, teaching quality, the only reasonable utilization and allocation of resources, the level of the teachers, construction of basic education in order to effectively promote the balanced development of compulsory education.This thesis is mainly composed of four parts, the first part is the introduction. It mainly introduces the the research background, research purpose, research significance, research review, research methods and the relevant concepts and theories to carry on the elaboration, related concepts include:compulsory education, balanced education, educational equity and educational efficiency, and the balanced development of compulsory education meaning. The second part is the balanced development of compulsory education in Jinchang city. At first, the paper discusses the Jinchang City in the balanced development of compulsory education has made achievements and measures taken to take measures mainly from the promotion of education fairness, and strengthening the building of the contingent of teachers, the construction of campus culture, implement "burden", the weak school reform situation to carry on the elaboration. Secondly, through collecting data and analysis of the county, District, city, township, rural primary and secondary schools and universities in educational funds, teachers, professional titles, educational structure, age structure, receive training, school conditions, information construction, the quality of teaching on the difference and imbalance. The third part is the problem and reason analysis of the compulsory education equilibrium development in Jinchang city. This part from the staff, funds, the source of students, the layout of the school management system, the school atmosphere on the Jinchang City in advancing the problems existing in the balanced development of compulsory education, and analyzes the reasons of unbalanced development of compulsory education in Jinchang city. The fourth part is to further promote the compulsory education in Jinchang to develop the balanced development of the proposal. In this chapter, from the aspects of local government and education administrative departments, the school level, the individual level of teachers, we put forward a better view and suggestion of the balanced development of compulsory education.. The government level, mainly from the increase the rural compulsory education funds safeguard, give priority to ensuring the rural teachers, set up to detect the quality of teaching evaluation system, the implementation of urban and rural teachers exchange, reduce administrative intervention, to strengthen the rural primary and middle schools to continue training and education to promote the balanced development of compulsory education. School level mainly concerned about the principal professional development, create a harmonious teaching environment, performance assessment and other issues. The teachers should establish the teachers in the individual level to establish the consciousness of serving the West and strengthen the unity and cooperation in order to realize their value.
