Curriculum resource is an important factor in the new curriculum reform, which can push the new curriculum reform smoothly. The key to implement the border area of the new curriculum reform lies is the development and utilization of local curriculum resources which in border areas. The border region has been known as the "little (minority), edge (frontier), poor (poor)"area, "poverty" and "backward" is synonymous with the border area. However, in education, in the research field of education, frontier minority area poverty mainly in economy, the curriculum resources, the border area is not poverty is also no lack of curriculum resources. The border area although few specialized laboratory and library, etc. these curriculum resources, but it has rich animal, plant resources, many ethnic minorities live in compact communities formed its unique culture and way of life, these resources provide resources essential foundation for local curriculum resources development. Only lacking of correct understanding of curriculum resources and effective development and utilization, not only makes the foundation education in border area has been slow to develop, namely curriculum resources shortage, on the other hand also makes the border area cannot make full use of our abundant curriculum resources, to promote the local new curriculum reform.Based on this, the researchers selected is located in the border area of Cao Jian Zhen as a case study, through the investigation of the case in a questionnaire and carry out the relevant interviews, present situation of development and utilization of local curriculum resources in the region, and then analyze the status quo of the true hidden behind.The study found that most of the teachers and parents in the region to realize the local curriculum resources development of teachers and students as well as to place value. However, teachers’ behavior in the practice of development and utilization of local curriculum resources of the weak; local exam oriented education is more serious, only part of the development of local curriculum resources utilization in operation but also the lack of systematic and normative; students are eager to learn more knowledge of local development and utilization of local curriculum resources with local lag of contradictions. Through the rational analysis of the data and information, found that the local native curriculum resources development and utilization of the main reasons for the relative lag are:teachers’ lack of comprehensive understanding of local curriculum resources; Local curriculum resources development and utilization of safeguard mechanism does not reach the designated position, the main performance for teacher training does not reach the designated position, the local teachers strength weak, lack of rural curriculum resources development for human; Local curriculum resources development and utilization of financial and material resources to support is not in place, the lack of the required material base; Current education evaluation system restricts the local curriculum resources development and utilization.In view of this, the researchers think that if want to fully develop and utilize the frontier local course resources, in practice, first, We shall establish operational mechanism of rural curriculum resources development and utilization, which mainly includes follow the principle of frontier of local curriculum resources development and utilization; To establish the frontier of local curriculum resources development and utilization; Actively creating local curriculum resources development and utilization ways of evaluation. Second, improve the frontier of local curriculum resources development and utilization of security mechanism. This includes three aspects:first, through strengthening teacher training, improve teachers’ team, enhance teachers to improve the ability of teacher development and utilization of local curriculum resources. Second, increase the material input, frontier rural curriculum resources development and utilization of the material basis. Third, strengthen the management of the local curriculum resources development and utilization system. Finally, to improve the education evaluation system, for the local curriculum resources development and utilization of needed to create atmosphere.At the same time, the development and utilization of local curriculum resources frontier region its greatest value lies in the border areas to meet the needs of students, students not only need the heart of the border areas also need to survive in the urbanization of the city. Therefore, in the development and utilization of local curriculum border areas resource, we should strive to seek the best combination of local knowledge and universal knowledge, respect for indigenous knowledge, local culture, which is incorporated into the school, but also it should be relative to blend with the universal knowledge.
