Since the 1990 s, China began to transition from normal educators to teacher education. With the mechanisms to continuously promote teacher education, teacher education reform and institutional mechanisms to become one of the focus of Normal Universities. Benign operation mechanism of teacher education is to improve the quality of teacher education important condition is to promote an integral part of teacher professionalization. Normal Universities in the possibility of establishing internal operational mechanisms and institutional pattern matches become key to the success of reform.This study focuses on internal operational mechanism teacher education college, through theoretical framework construction, operation mechanism of internal teacher education status of Yunnan Normal Universities, problems, improve system research strategy. Mechanism design theory and systematic scientific theory as a guide. The formal structure teacher education operating mechanism summarized by three-dimensional network structure of decision-making mechanisms, information mechanisms, resource allocation mechanisms, coordination mechanisms, dynamic mechanism and quality assurance mechanisms consisting of six subsystems. Purpose of the operation mechanism has, overall, orderly, objective, dynamic and hierarchical analysis of the characteristics. Running mechanism of contact, resource allocation, power and development functions for analysis.Based on the theoretical framework, and goal orientation on the status of the Internal Mechanism of Yunnan Normal Universities analysis subsystems running different mechanisms exist to do a detailed analysis of the problem. The study found the teacher education system is not perfect and ideological understanding system is not in place is the main problem of the operating mechanism. Based on the analysis of the current situation and problems, we propose a mechanism for improving operational orientations and principles. Teacher education from seven sub-mechanism operating mechanism are put forward specific strategies to improve and promote the development of teacher education system reform of the mechanism of Yunnan Normal Universities.
