According to the requirement of New Basic Education Curriculum Reform, all students should develop themselves comprehensively. With the People-oriented theory,we should respect students individual differences, and try to fulfill their different development needs so that each student can be the larruping one. However, due to the large base of students and the shortage of the exam-oriented education, the teachers’ energy is so limited that it is difficult to pay attention to the development of every student’s development under the new curriculum reform. The author believes that the overall education tutor system can fully mobilize the enthusiasm of all the teachers and their initiation. Each teacher takes an active part in educating the students’ moral education. Every teacher tries their best to care the students via understanding their life and thought condition and help them timely, by which improve the pertinence and effectiveness of the moral education work.This paper expounds the necessity and feasibility of tutorial system through observing the present situation of ordinary high school moral education work. It introduces the procedures of the overall education of tutorial system carried out in Tengzhou No.2 senior school as well as the effects of moral education. The author believes that the overall education tutor system not only guides the students to learn effectively, but also focuses on the students’ moral and psychological growth, which really helps to achieve the goal to make each student develop healthily and individually.It introduces the research purpose and the significance in ordinary high school education in our country and then the research status home and abroad. The concept of overall education tutor system is defined in the paper. The paper is divided into three chapters.Chapter 1 mainly introduces the necessity and feasibility of tutor system from the ordinary high school students’ thought and moral status quo as well as the requirements of new curriculum reform.Chapter 2 mainly takes the students in Tengzhou No.2 senior school as an example to introduce the overall education of tutorial system. It analyses the present moral education in this school from the school’s enrollment in recent years and the origin of overall education tutorial system in the school. It introduces the experiences of the implementation of the overall education tutor system in the school by introducing the quantitative examination system of the overall education tutor system from the propaganda to the two-way choice between the teachers and the students, as well as the result of the overall education system in promoting students’ individual development and strengthen emotional moral education by observing the teachers’ own work in detail.Chapter 3 mainly analyses the existing question of the whole reflection tutorial system in the high school education and puts forward the perfect idea, including the questions to be worked out such as teacher qualification, the construction of the tutor team, job evaluation and mentor, and tries to put forward the author’s own idea on tutorial system.
