This paper mainly introduced the research origin, the research goal and the significance, the existing research literature review, and explains the research content and research methods of this paper.The second part expounds the significance, the meaning and characteristics of moral education system in primary and middle schools. The essence and connotation of themoral education system defines the comprehensively, summarizes characteristics ofmoral education system, and focus on the areas of primary and secondary school moral education value system are described.The third part is the survey of the current practice of moral education system in primary and middle schools. The author in the town of Shengze District of Suzhou city in Jiangsu province of primary and secondary school for example, investigated the changes ofmoral education system after the implementation of the school moral education work,especially the change of students’ moral development and moral education teacherswork, reveals the difficulties encountered in the process and problems of the implementation of moral education system, and the reasons for these problems a preliminary analysis.The fourth part is the countermeasures to improve primary and secondary schoolteachers for the effectiveness of moral education.
