In order to promote the improvement of graduate work in primary and secondary schoolmoral education system, in recent years, popular throughout the country, some areas of Suzhou City, Jiangsu Province, the first implementation of the moral education system,the initial formation of the moral education mode for the region, have achieved good results, but also to promote the all-round development of students, and provide thereference scheme and operational practice to enhance the quality of moral education of the school sample. However, the moral tutorial system in the implementation processthere are still many difficulties and problems. Seriously study and actively reflect on the problems in the implementation of tutorial system, further improve the practical effect of tutorial system, has important theoretical and practical significance to the moral education in primary and secondary schools and even the whole education.This paper is devoted to the study of moral education system in primary and middle schools, the author combined with their own work, taking Shengze town of Suzhou cityof Jiangsu province’s primary and secondary schools as an example, theimplementation of school moral education system the empirical investigation, the schoolthrough deep investigation, summarized the existing problems, the causes of the problems a preliminary analysis is made, and on the basis of the improvement of moral education system, countermeasures and suggestions to improve the effectiveness ofmoral education in primary and secondary school.The main content of this paper includes the following parts:The first part is introduction. This paper mainly introduced the research origin, the research goal and the significance, the existing research literature review, and explains the research content and research methods of this paper.The second part expounds the significance, the meaning and characteristics of moral education system in primary and middle schools. The essence and connotation of themoral education system defines the comprehensively, summarizes characteristics ofmoral education system, and focus on the areas of primary and secondary school moral education value system are described.The third part is the survey of the current practice of moral education system in primary and middle schools. The author in the town of Shengze District of Suzhou city in Jiangsu province of primary and secondary school for example, investigated the changes ofmoral education system after the implementation of the school moral education work,especially the change of students’ moral development and moral education teacherswork, reveals the difficulties encountered in the process and problems of the implementation of moral education system, and the reasons for these problems a preliminary analysis.The fourth part is the countermeasures to improve primary and secondary schoolteachers for the effectiveness of moral education. Based on investigation and reveal the previous situation, put forward from the aspects of improving the ideological understanding, practical path choice, timely reflection leads to continuous improvement and improve the moral tutorial system, so as to improve the effectiveness of school moral education work.
