A Study On The Qualification Evaluation Of Health Professionals In Sichuan Province

Objective:On the basis of studying existing literature, policy documents, data, and using statistical analysis of equipping with declaration of qualification of advanced technical specialists and the qualification of personnel,combining with satisfaction investigation study of implementation by qualification of advanced technical specialists in Sichuan province, and will consummate it further. And referring to the standard, we adjusted some measures to set up a new qualification review of primary advanced technical specialist, make it more suitable for the actual needs of primary health talent advanced review, in a fair and reasonable evaluation of primary health advanced declaration, and reflect the actual technology level and ability, moreover, to guarantee the fairness of evaluation, to improve the level of primary health team of senior talent and make a primary health personnel structure more reasonable. So, it will achieve evaluation system of qualification of advanced technical specialists improving gradually and motivating health talent development, encouraging primary health talent, and promoting health talent team construction and the health service development.Methods:1.Literature analysis method:To collect the existing health senior professional technical position qualifications documentation and evaluation standard of provinces in China, and to review present situation and prospect by all the scholars.2. The interview method:To convene symposium and interview, and to discuss lacking of advanced technical specialist and standard system optimization idea.3. Questionnaire: To design satisfaction questionnaire, interview outline, and technical qualification accreditation index rationality of the questionnaire of primary qualification of advanced technical specialist and implementing conditions in Sichuan province, and to collect related data.4. The Delphi method:To adopt the mode of enquiry, carries on the rationality and importance of two discriminant investigation.5. Statistical analysis:To use Excel to establish database, using SPSS 17.0 software for data statistical description, consistency, reliability analysis, KMO and Bartlett test, factor analysis.6. Analytic hierarchy process (AHP), analyze the data, calculate the index weight, and determine the weight coefficient of two sets of evaluation index system.Results:The implementation policy of qualification of primary advanced technical specialist satisfaction is good, but there are still many problems, such as, insufficient publicity efforts and dissatisfaction of jod shift and career development for them, so the policy need to be further improved.After rationality index questionnaire, three rounds specialist consultation, hierarchical analysis results CR< 0.1, and specialists suggestions consistency check results are good, to build the qualification of advanced technical specialist and qualification of primary advanced technical of orthometric height and subtropical high standard specialist system.Conclusions:The policy of qualification review of primary advanced technical specialist policy implementation effect is good in two years of Sichuan province. It plays a positive role for improving the proportion, enhancing the declaration pass rate, stabilizing primary health workers, and motivating their development and progress.It needed to be further adjustment in order to play a better role and adapt to the medical personnel development strategy for the continuation and development of policies in Sichuan province. Compared to previous version, the standard index settings and weight coefficient of modified version is more scientific and reasonable. And it reduce the requirements proportion score of computers, foreign language, papers and researches and improve the professional technical ability, performance evaluation, evaluate their professional technical ability and achieve fair and impartial evaluation results.
