Regarding school fine arts education in China, the main carriers of teaching are textbooks and classroom. But due to large regional differences in political, economic, cultural, and other aspects, art textbooks in the completion of three-dimension fine arts teaching objects will also ignore small fine arts cultures with local characteristics. As a result, the national curriculum reform puts forward the three-level curriculum management policy, granting localities and schools the curriculum decision-making power. Local curriculum resources will become the important resources for local curriculum and school-based curriculum, therefore, development and utilization of local fine arts curriculum resources has become the important measure of the current fine arts curriculum reform. This paper carries on the research according to the local fine arts resources with Jining characteristic and how to serve primary schools’ fine arts teaching in Jining and build a fine arts curriculum which has effective and close contact with local characteristics and requirements, also explore the combination of fine arts curriculum construction and local fine arts resources.For years national and local governments introduced many files to encourage teachers to develop local characteristics curriculum resources. For an example, “Standards for Compulsory Education Fine Arts Courses” clearly puts forward “ to encourage active development on local characteristics curriculums and carries out characteristic activity curriculum.” “ The Art Education ” also points out “ to enrich students’ learning areas.” Promoting the comprehensive development of fine arts discipline should pay attention to the inheritance of art and to stimulate the development of the students’ comprehensive ability, training talents that most suitable to the new era.Hence we can clearly recognize the importance of the development of fine arts curriculum resources, combined with field investigation research, providing the basis for students to understand the beauty in their life. Fine arts teachers should conduce experience of art courses development in effect and perform as fine arts teacher’s responsibility and mission.This paper has three chapters: the first chapter is the introduction part, it makes research into the current situation of local fine arts curriculum resources and the existing problems. The second chapter basically studies on the methods of exploitation and utilization of fine arts curriculum resources, and tells the methods and utilization of fine arts curriculum development in Jining. The third chapter analyses fine arts curriculum resources development methods and steps in Jining, and its practicability through the analysis of concrete teaching cases.The research of this paper aims at mining the fine arts curriculum resources with local characteristics, and gives service to fine arts teaching activities. It enables students to see the beauty in their life and feel the beauty of nature,social society and historical culture, as well, to understand the characteristic resources in Jining region and reinforce the development and utilization of characteristic resources, and then apply it in fine arts classroom. To strengthen the relationship of theory and practice, therefore, students’ feeling to hometown can be cultivated.
