Recent years has witnessed frequent occurrences of injury accidents on students’, so students’ security has become the focus of social attention. Located on the southwest border, with different ethnic groups and mountainous areas, Yunnan is economically underdeveloped. Investment in students’ safety is far more enough. Especially in the mountains and areas mainly inhibited by ethnic groups, because of the complex geological conditions, school conditions are not satisfactory:facilities on various levels, loose management, and students’ weak safety awareness. Thus, students’ security, especially of primary and middle schools, becomes particularly prominent.The issue of students’ security has much to do not only with the interests of the students and their families, but also the public interests of the whole society. The thesis tries to analyze the situation of students’ security of primary and secondary schools in Yunnan Province based on the theory of public goods and governance.My research is based on literature review and field research. The main research approaches are interviews and questionnaires.600 questionnaires were carried out among students in 20 typical primary and secondary schools. Field visits, telephone calls, emails, etc. were also useful ways applied in my research. These help develop a comprehensive and detailed understanding of the current situation of students’ safety in Yunnan. Problems are observed; a number of typical security cases of primary and secondary schools in Yunnan are sorted out.The thesis discusses the current situation and characteristics of students’ safety in Yunnan. The current management about students’safety is observed, the reasons for current situation is analyzed and solutions are explored. The thesis is divided into three parts. The first part is about Objective in this paper, the situation and characteristics of primary and middle school students’ security problems in Yunnan Province, comprehensively examines the present situation of primary and middle school students’ security management in Yunnan, and the specific combed the governance body, methods of primary and middle school students’ security problems in Yunnan Province, ability and actual effect, and then extracting the problems existing in the primary and middle school students’ security management in Yunnan Province. The second part, Respectively from the perspective of history and reality, the comprehensive analysis of the governance problems existing in the primary and secondary school students’ in Yunnan Province. The third part, combining the current situation of primary and middle school students’safety management in our province and the reason analysis, proposed the implementation of Yunnan in the southwest frontier as a primary and secondary school students "good governance" of the specific countermeasures.It is found that there is only one single security governance body in the problem-solving process and the emergence response shows some lag. The thesis argues that it takes instead of the work of the school authority, or the local government, the power of "the network of multi-certre cooperation" to solve the problem. The school, the local government, the students, the parents, the communities, and the media all should be the students’safety governance bodies. With joint efforts, through communication, discussion, and common goal-setting, they can achieve the "good-governance" of the schools and to improve the safety situation on students’. The effective improvement of the safety situation in primary and secondary schools in Yunnan is a necessary prerequisite for the healthy educational development in southwestern frontier regions. It also plays a significant role in the harmony and stability of the frontier regions in the southwest of China.
